Anal problems can make licking his anus painful or uncomfortable so he doesn't do it. Clogged anal glands are a common problem. My cat has little bits of dry poop on his butt usually. I asked my vet about it and they explained that it's normal. The bits are very small and dry so it's not like they get anywhere, but I'll clean his butt periodically anyways. If it's that much of a problem then wipe his butt with baby wipes yourself
