It was and still is an ongoing experiment in Russia going 50+ years to find genetic variabilities when domesticating animals. Finding that through domestication, new forms of color patterns rise, larger eyes, ect. They've found that there comes two kinds of fearlessness in humans: Aggressive fearlessness and passive fearlessness. In order to fully understand the complexity of the experiment, they must breed both.

As well as that, each generation shows different levels of tameness, right now, they are at the highest level charts have predicted and must continue making more levels to explain how "tame" the foxes are. It's quite an interesting experiment, but since the fall of the USSR, the organization has had trouble funding the project, thus they sell some of their foxes every now and then.

Depending on what the laws are like wherever it is you live, yes. But even the 'tame' Russian ones are a bigger hassle to keep than any breed of dog, and their life expectancy is around half that of a dog their size.
