That's a vagina flap cactus, it can only be nourished by having animals rub their penis on it, then cry on it from the tremendous pain.

i'm a gardener but i dont know much about cacti but it might be an optunia "suffering" from something called coral groth, i think
its probably bred this way or infected with a virus just like corcscrew willows
Euphorbia flanaganii f. cristata. Look up care. Also, do not handle the plant when it is cut as Euphorbia produce a noxious, toxic sap. Happy growing!
