Neither. The dog is trying to "bury" the fish to save it for later.
It's an instinctive behavior, and the dog isn't really using critical thinking to understand that water won't bury the fish, and that he can't scrape up concrete that he's standing on to bury it like he could if he was standing on dirt. He doesn't know he's standing on a surface that can't be dug up to bury something.
