How can my cat be smart enough to open locked doors but not be

How can my cat be smart enough to open locked doors but not be smart enough to not get his head stuck over and over in a paper bag's handles?

Because opening a door doesn't have much downside risk: car falls back to floor with door unopened. But the bag handles? Once they are over the cat's head/neck, the solution is not obvious to your cat.
