While Pitbulls and other animals don't "lock jaws" there are a few other animals that will behave like some pitbulls and refuse to let go of a bite for nearly any reason. Badgers and Wolverines have been known to do this.

My grandfather's neighbor lost a horse to a badger because the horse basically stepped in the badger hole and the badger attacked. It savaged the horse's leg so bad it had to be put down, and they had to kill the badger to get it to let go of the horse's leg. Even with a horse jumping around trying to dislodge it and two humans trying to beat it off, it refused to let go until death.

Yeah, a wolf that refuses to back down from a fight is a crap wolf that will likely die young due to infected wounds or an inability to hunt after injury. But a dog that refuses to back down from a fight can be considered a great dog that will be fed and nursed by its owner and then bred to a bitch to make more 'game' fighting dogs. Of course breeding can change how an animal reacts- a pitbull doesn't act like a wolf, a Ragdoll doesn't act like a wildcat, those Russian foxes have been bred for both increased tameness AND increased hostility/aggression in separate lineages. There are lots of domesticated animals that would quickly become extinct in the wild due to their physical phenotype or lacking the instincts and behaviors that promote their survival.

Maybe the dog was a rescue and was already trained to be aggressive towards humans.

It could have been any number of things. People look possessed during a seizure, the dog could have been scared which could have escalated to biting the man because it's initial warnings didn't stop the weird human behavior, and then it could have escalated to a full on attack from there, and depending on how severe the attack, he could have bled out before becoming concious.

Or, maybe during the seizure the dog came to the man out of concern and could have been accidentally grabbed by the man. And as you know, your muscles clench very tight during a seizure and he could have been hurting the dog.

Either way, I doubt the dog just attacked for no reason at all. Undersocialized, fearful dogs will often react with anger or aggression when they get over excited.

A prime example of this is that gif where some kids pour ice water on a family member, and the dog bites and attacks the women's face. What no one noticed is that the dog was becoming excited and agitated very quickly, and had shown aggressive tendencies before.
