Yes. What makes them poisonous is what they eat. In captivity, they lose their poison.

For the human, safe. Dart frogs aren't poisonous on captive diet. They require a specific set of feeder insects to produce their toxin.
For the frog, human skin irritates theirs so handling like that must be minimal.
