The thing is, dogs have the equivalent of human arms, so they have arms. So does horses, cats, rabbits, apes etc etc etc. Only the ignorant will say that dogs only have legs and not arms. I can see why people would call them legs, but to deny that they are the equivalent of human arms is wrong. And since humans don't wear pants on their arms, dogs shouldn't either.

Forelimbs of dogs and humans are homologous, but not equivalent. They preform different functions.
Feet and hands are also homologous, but nobody calls feet hands.

the humerus is the arm whether it's used like a human arm or not. The "front foot" is called the manus whether it's used like a human hand or not. The back foot is called the pes whether it's walked on or not. The tibia is called the leg whether it's used like a human leg or not.
the entire argument springs from the public's misuse of anatomical terms. That doesn't make the public wrong, they can use whatever words they want for things. It just makes them uneducated.
