Simple, head on down to the court house, and sue him for the money you spent on repairs.
If he said you can use it if you did all of those things, and is now refusing to let you use it, then take him to small claims and get your money back so you can get yourself a beater.

I've explained that too him multiple times. He doesn't even use the truck at all. He has his own that he uses. He's just being controlling about the truck for the sake of being in control of the truck.

Unfortunately I need this truck to get to work and back and there have been days where he wouldn't even let me use it for that (for literally no reason too, he just said "because I don't want you using it").l so I've had to inconvenience a bunch of people asking for last minute rides.

Steal the truck, take ALL the parts off of it and sell them piece by piece.
Use the money you got from the truck to find a different room mate and buy another cheaper truck/car.
