I am self studying English at the moment and started wondering, that is it better to translate texts from workbook by writing it on paper or just saying it out loud? If you have studied some other language I'd appreciate your opinion too.

Yeah you need to do both.
English phonology rarely directly correlates to the symbols used to create a word. We have several ways of pronouncing letters contextually, and if you fail to get a confident grip on the vocals of English, you will have difficulty.
