This is a little silly. I have no idea if there's any truth to it at all but it's just too glib an explanation. A lot of smaller dogs have just been poorly bred; chihuahuas, probably most notably, tend to be high strung and aggressive just because that's the breed temperament, it's genetic. It hasn't been bred out of them because people will put up with behavior in a small dog that they'd never accept in a large dog; a German Shepherd-sized dog that tended to behave that way would be frankly terrifying and nobody would want it as a pet or work animal. But nobody's scared of an ill-tempered chihuahua.
