there is no single problem that is harder than the other, since the "value" of the problem solved is of either less or more value to other countries/people. So I guess if you want a socialist leftist world where everyone is a mental slave and robot who has exactly the same goal and interest as everyone else then that would be the hardest problem to solve. However since nobody would want to live like that I guess there will never be a single uniform society with specific problems to be solved one after one, which is imo a good thing.
