I was on a small forum five years ago that provided such intelligent discourse. Of course there were the occasional trolls coming to dick around, but they were easy to filter out because they were far and few between; moreover they had their own boards dedicated to dicking around. it wasn't as bad as 4chan.
The trick is to find a small community that is openminded and articulate, but that's harder to find these days than it used to be. I wish you luck. Too many people on the internet consolidated into too few sites. As much as I hate to say it you might be better off looking for an invite-only facebook group.

I can't think of anything that's "better." Different formats give rise to different problems, especially in the form of social cliques and credibility problems. Say what you will about the users, but you aren't going to find a better format for discussion than 4chan, at least in terms of people saying what they really think and accepting counter-arguments.
That's not to say 4chan is good, but all others are even worse. People are never honest about their thoughts or feelings, you will always have to contend with their "outer" persona. At least on 4chan people's stupid opinions are laid bare, on most forums the person regarded as smartest or more credible actually wins arguments by:
1. Having friends agree with him so that his credibility cannot be questioned.
2. Indirectly threatening dissenters with bans and/or social ostracization.
3. Creating an environment where any disagreement is regarded malicious/hostile, so that your "tone" can be criticized and your points never addressed.
The only honest discussions you can have are with people you know and trust, or with complete strangers who have nothing to hide. You'd need to surround yourself with exclusively 150+ IQ friends to have visceral, personal debates like the Greeks. This behavior is a function of intelligence, which is not something you can control. The only thing you can really do is limit the obstacles to discussion and try to meet as many people as possible.
Universities used to be good for this. Used to be. I guess what I'm saying is there's nowhere you can go, and 4chan and real life are not good candidates either.
I try to be pretty even keeled as much as possible, so I'll debate you if you'd like.
