What's up with that? Can you only ask a girl out when she already likes you (back)? I thought you were supposed to ask someone out to show them that they can like you, during the date.
The only way you can be sure a girl likes you is if she has sex with you.

Showing confidence by asking her out often sparks interest in the First place. Also do it in Person or at least call her.
