Go to doctor or are these just warts or something? I get them on and off, only on my fingers, and they weren't on my fingers earlier today. Not itchy and doesnt hurt

Those look like bites or some kind of allergic reaction. I wouldn't worry about it if you feel fine, unless they don't go away after a week or so.
They're hives. It's normal, particular around the fingers. It's usually a bodily stress response, either from you just being stressed or sometimes from something you ate.
I've got a few on my palms right now from drinking wine.

Only mine itch. I'm pretty sure mine have to do with my allergies, since I only get them in the summer and only when my allergies are bad.
Mine went away after a few weeks. Washing them with soap but not scrubbing seemed to help.
