This used to mean the same thing as giving somebody the finger, but it's so common now I was wondering if the meaning had changed?
Because outside of Britbongsphere it's a innocuous sign.

It hasn't changed really. Some people are just retards can can't tell peace sign and this one apart and use them interchangeably. It's more a British thing anyway, so its meaning has also been lost in translation elsewhere.
