Yeah of course. There's a girl I've been friends with for almost 7 years. She's perfectly attractive and well mannered and not crazy or anything I've just known her for so long the idea of having sex with her is like thinking about having sex with my sister. Its just gross.
We have absolutely no sexual tension, even when we're alone watching movies or something.

if they are exceptionally close as is the case with your gf there is going to be sexual tension.
just remember that even when in a relationship, you look at porn, you want to flirt with other women, you want to have sex with women, etc.
but you dont actually cheat. at best you get weird butterflies and feel bad about it but you dont cheat. if you can accept that your woman is like you, human, but will not cheat, then date her.

I basically made friends with a girl who has had no friends for quite awhile aside from her boyfriend. She claims that she hasn't had girlfriends in a long time because she doesn't get along with girls. Girls clearly do not like her, and I think it's because she is very flirty and touchy with her close guy friends (the only friends she has now) and that makes the girls around he jealous. She's otherwise a very nice and sweet girl.

Absolutely, but there's a catch: you have to friendzone each other right from the beginning. Once one or the other develops feels, it's too late: that stuff takes months of distance to recover from, if it ever does.
It's possible. There is no reason why it wouldn't be possible. The friends could be sexually incompatible, or they could be sexually incompatible and unwilling to fuck for one reason or another. Why is there any question about it?
It's harder for people with higher sex drives or who like casual sex/casual relationships. Because they're always going to think "Why not?"
If both people are looking for something serious, they might have an easier time mutually "friendzoning" someone.
Your friends aren't always people you would want to live with, have the same life goals/path as you, etc. Those things become more important in a romantic relationship. If you don't plan on anything long term, or don't plan to live together, then you might not even care about being as close as friends before dating someone.
So really, it depends on both people's views of dating. As for that one specific girl, can't tell what she's thinking. She might just think it's for fun. She might like casual relationships/sex. Either way, she'd be a difficult platonic friend for someone who likes casual sex.
