Not sure about pets, but the vapor has nicotine in it. I'd avoid exposing babies to nicotine, last time I checked nicotine was said to cause developmental delays.
Why wouldn't it be safe?

I wouldn't think so unless it's in a severely closed environment to the point where the baby or pet would be inhaling nicotine as well. Vape is just water vapor and nicotine. I've heard it's just damaging to the smoker. If you were smoking real cigarettes, you are releasing chemicals and toxins into the air around you.
