Unsolicited calls or visits are usually best on Monday or Tuesday at 8-9:00. People aren't jaded and bogged down with shit because of the end of the day/week yet.

Any day the place is open.
They may say they aren't Hiring atm, they may tell you to apply online, they man hand you an application.
But the most important thing about job hunting is apply everywhere, except for places that you are severly underqualified for (such as applying for a place that requires a Master's/Doctorate and you don't have one) even if the job says 5 years of "whatever" experience and you only got 3, apply anyway.

I'm not OP, but I'm 19 and honestly I'm trying and hoping to get an engineering degree. although the way things are going it's pretty shitty. My parents can't afford to pay very much. To answer your last question, i used to draw with a tablet and worked on soldering rc things together.

Networking is your best friend for finding a job. It makes it so much easier and less stressful. Do as much as you can in school and make connections. If you're lucky someone first hand can help you. If not then they might know someone. It's all about networking.
The last two jobs I've had I was told by friends that X was hiring and was able to get a job because they really needed to fill a position. I've been at my current job for 2 years. If I ever need help finding another job I've got at least two supervisors here that I know could and would help me. If I want I can go back to my old job or the same field because I know a few people still doing it.

as for the second part, i've heard similar examples but i never really got the references part of things are bosses willing to vouch for people.
