"C++ Primer Plus, Fifth Edition" -Stephen Prata

I didn't read it, I don't use C#, but it looks like a good book and a good programmer recommended.

The only way you will learn is by writing code. Just reading will never work.

I think that a good way is taking on small projects at a time and increase their complexity as you learn more.
