I've known this girl for awhile and I'd say we're pretty good friends. We flirt quite a bit with eachother and touch etc...
I'm looking to get into a relationship with her but is it possible to skip the "dating phase" and move straight into the relationship phase?

Why not instead just have the best 10 weeks with her as you possibly can then let her move on with uni. Historically speaking the distance doesn't work so don't try to foolishly lock her down. Just go for that grease summer live type of thing.
