Dual-major in business and computer science. Pound the networking events from the business school as hard and fast as you can, while you work on your big Web startup idea. Team up with someone from the marketing school, build your brand, and then use your networking skillz to get yourself acquired in a multimillion/billion-dollar deal.

Note that this is incredibly difficult, and will take a huge load of work, both technical and social, to have any chance of success at all. Even then, your odds will not be high. But in the current socioeconomic climate, that's your least-awful chance at making such lofty goals.
