Even if she blocked you save the messages. Do you text? Even a message of her claiming it was your property but lying and saying you left it should satisfy verification of ownership.
It would probably be worth your time to file through the mail and when she receives the subpoena and supporting documents, that may be enough incentive to return your belongings before the hearing date. I would still consult with a California attorney and see if you can make claims on your property in California. Otherwise, you may also be able to sue for costs.
To file a police report, perhaps procedure in Texas is different, ordinarily you don't have to have to do anything but call the pd in their area and ask to talk to an officer. Tell them what happened with as much accuracy and detail as you can. Get the report number before you hang up and include that in your complaint.
