You can try online for dating: Tinder, OKC, or PoF. Takes forever, but will work eventually. So far I average about 9 months of searching per long-term relationship.
For friends, look to co-workers, especially of similar age. If you have hobbies you enjoy, you can try MeetUp or even Craigslist. I found a regular tennis partner on Craigslist, but I only wanted exercise, not friendship.
You could also work in robotics and build a robotic friend.
