The wanting to torture and kill people is psychotic. I want opinions on what one of these psychos should do. Do as in mental, psychological, or emotional help. How can any potential damage be prevented? The psycho has no intentions of killing himself.
See a therapist and they can at least help you control your violent or homicidal urges.

You sure that this person is serious? I also have few people that I would want to torture for destroying my country and I would do it but I also know that this is beside my reach. Does this person was aggressive, had problems with self control?
To a certain extend there is some self control. Before the legal consequences were enough to prevent damage. Now with self diagnosed depression; unsure.
Since nothing matters in the universal sense some times you I feel like I should just give in to my primal instincts. Whatever happens, happens or maybe I manage to end

As you said you were to meet the doctor so he probably gave you some piece of advice. I can only tell: find hobby, try to make yourself busy. Do you feel empathy? If yes then try to find a pet to care for him maybe it will help you
