Blackmail is illegal. It's also a rather good form of intimidation and works - the trick is, it only works if the person who is being blackmailed is more likely willing to comply with the blackmailer and keep the photos secret than they are likely to go to the police.
So, if you'd be willing to trade having the photos go public to score a legal conviction, they really don't have a bargaining chip. But you actually have to be willing to let the photos go public.
Also, there's no guarantee even if you cooperate, that they'll not release the photos at a later time or exchange them for more demands.

You could strike pre-emptively with a lawyers letter saying you'll sue for damages should any material be released, to destroy the images in a permanent manner and that legal proceedings will commence immediately without further notice if they are released publicly or shared privately.

They'll probably get leaked anyways or used against you again for further threats.
All you can do is try to get solid evidence like texts or recordings that point to their identity.
Personally I'd walk right into a police station and ask for advice on what to do in a case of being threatened with naked photos. In my country I think they passed laws specifically against that which would stack on the blackmail charges. At worst they won't have any good advice for you. Some lawyers even offer free advice.
Lots of people would be dealing with threats like that these days.

Know what really pisses blackmailers off?
Losing their leverage.
Get a professional photographer to take sensitive pictures that are higher detail (people will care about them more than they'll care about some fuzzy phone camera shit) but also classy. Revealing photographs that make you look good without making you look like a friggin' porn slut.
Get a damned good photographer. Real professional type too, not one that will see this as a sexual invitation.
In these pictures, you want to hold up a sign saying "I don't give in to blackmail".
Then you post them on your facebook and twitter.
Set a damned example to others in your situation. Piss your blackmailer off.
And lastly, after you've sent that message out, when the blackmailer is pissed off that they've lost their leverage, when they start sending threads or incriminating messages, THEN you go to the police.
Because you'll have just gotten more evidence against him, possibly more charges against him, and you'll fuck your blackmailers life up forever.
Goddamn, I hate blackmail. But the only way to beat it, is to expose yourself.

You have to be willing to let go if you want to win.
Anyone who's ever been caught smoking by their parents, when they were underage can tell you, eventually they can either ignore it, it laugh it off later on. Family can move past thing.
Hell, you talk to them about the whole professional photo idea, and that you're getting blackmailed, they might even be supportive.
The alternative is, essentially, being the blackmailers slave indefinitely, potentially permanently.
Also, look at the whole Charlie Sheen HIV thing. Paid blackmailers $10 million and now we all know anyway.
