In its earliest days, when there were no rules, some people did post that sort of thing, yes. It was banned quickly, marking 4chan's transition from a no-rules site to an only-one-rule site. It's also when 4chan got itself a reputation for cooperating with law enforcement on cases like these.
There are more rules now, though still considerably less than on most sites.

Because there aren't any rules against it (modulo underage porn). Some specific boards, including/adv/, do have rules against it: the blue boards do, the pink boards don't.

Porn is actually a pretty pressing interest of young adults as well. In fact, porn is the most popular shit on the internet and probably the only reason the internet became the phenomena it is. So it would be much, much stranger for an imageboard site advertised as 18+ to not have porn. That is what 4chan is, an image board, and the vast vast majority of images on the internet are porn. You don't seem to understand the internet at all or that this is an imageboard and people of all ages and walks of life love porn.
