There's an ongoing theory that Emilia is the Witch's body that her soul was separated from when she was sealed. The person known as 'Emilia' simply being some kind of personality that formed afterwards while the body was in 'Standby Mode'.
However my current theory is that Emilia is the Witch's NEW body, as in she plans to possess her body once certain pre-requisites have been met and is using Subaru to keep her alive until she's ready (and she's using Subaru because she's in creepy, obsessive love with him and isn't jealous because she plans to be Emilia eventually anyway).

Listen this arc is about Subaru as a person. When he came to this alternate world he was happy because he was less then dirt in his old life. He read a lot of "summoned to another world stories" because he always wanted that type of escape. However the corner stone to those stories is the MC gets a power, powers up, and becomes the hero.
So when Subaru was transported to this world he thought HAHA! finally! Now is my turn to shine! He instantly tried to discover his superpower, thinking he suddenly was granted with one. He was disapointed he was summoned into an allyway, not in some palace, and no one was waiting for him. So he runs into some scarry punks, and he gets saved by a beautiful elf, and he thinks "A HA! THE MAIN HEROINE!" He assumes she's the love interest in the plot he's been summoned into. He LATCHES onto this transport into the other world "trope" and believes with all his heart his role in the story is to be her hero-lover. Because he can't fathom that he's just as insignificant a peice of dust as he was in his past life.
This arc is about convincing subaru he's NOT the summoned hero, and Emilia is NOT the predestined Heroine. It's about forcing him to recognise and examine all the filthy inadequacies in HIMSELF. The abject selfishness of his character and shallowness of his "lust" for emilia (I call it lust because that's all it is).
