It's extremely difficult, and a new imageboard would just fail like the others did. It's not the time or place for us to try to make a 'new' 4chan. It won't be for a very long time.
Making communities is extremely difficult. It's a kind of science, and nobody treats it like one. If you want to make a new, good community, you have to have an incredibly educated background on researching internet communities, what makes them successful and worth browsing, what makes them bad for their users, what makes them healthy for their members, etc. You want to make a space that's exclusive but not muh sekret club!!!, you want to make a space that's healthy and makes a positive difference in the lives of its users, but not too safe to where it becomes infested with the problems that inhabit communities like tumblr because they try to be too safe and accepting.
It's a very taxing, time consuming, expensive, and difficult thing to do, especially when you're competing against the massive conglomerates that are reddit, facebook, twitter, et al. for users.

I think the only way 4chan survived the overwhelming amount of normalfags pouring in is that it has a way of making them its own. They slowly learn the culture, but as of recently, there's so many new users coming in that it really feels like this place is going to hell.

Yes and no. It hasn't always been the case, but in the past 4 years or so politics has begun to seep into every facet of life, for better or worse. A board for politics was/is a necessity to siphon off a majority of the politically charged aspects of our day to day lives. The way I see it, it's not just an issue of /pol/ as a board, but an issue for western society as a whole. Politics is leeching into virtually all aspects of life, so the filter that /pol/ was supposed to be became less effective with time because, as you say, cancer multiplied within, but also began to metastasize for reasons outside of our control. For many boards, the line between what is /pol/-tier and what is on-topic has become blurred.
Also, a politics board would have to be heavily moderated but it's really fucking hard to find people who will be as unbiased as possible when moderating such a politically incorrect board.

I don't buy this for a second. Sure, they may come here once in a while and see those threads and become curious but that doesn't last long. This board (And 4chan in general) isn't exactly super friendly to outsiders, and it's really easy to spot them usually.

Again, I just think the people who post on Naruto threads on 4chan are people from 4chan who happen to like Naruto. To be honest most of the Naruto threads I've been to weren't even from /a/, they were from /v/, and even there it wasn't a ttal shitfest. Just mostly.
