Not all of them. Genus became a prominent character for instance. Speaking of relevance, it's absurd to call even early OPM a "monster of the week" kind of series because the monsters themselves barely got any attention. The focus was not on them but always on Saitama. The monsters were just background noise if anything, with very few exceptions. So it's not "this week Saitama slays What's His Face", it's "This week Saitama meets Genos/King/whatever, has dinner with Mumen, etc." Early OPM was just setting up the universe and introducing Saitama's gang, Garou was where major developments rolled in.

There is hardly ever any tension in most battle manga. The MC will always prevail despite all odds (that includes a few losses). When you're midway into a battle manga and the story introduces another seemingly unbeatable opponent, you're not thinking about whether the MC will win or not, but rather how so that the story may progress.
Also, tension isn't the only aspect that makes an enjoyable fight. And there are other ways to execute drama.
