Maybe I'm just retarded, but considering the only real description of Urararaka's Quirk is that it removes the gravitational force applied to an object then it does stand to reason that objects of a great mass should be able to be lifted with relative ease since there is no force to oppose it.
Still doesn't make a lick of sense how any quirk can do that from a scientific viewpoint (as far as I can tell at least, I'm not an expert on this stuff though,) but it's okay since quirks are essentially just magic anyway.

Still, a quirkless main villain would actually be pretty interesting. You could follow through with the logic that in order for the guy to get by in a world filled with people with quirks they constantly have to try and outsmart and outwit his opponents. - Essentially it should be a final fight where he somehow forces OfA to be unusable and it forces Deku to go back to square one to fight an enemy in a game of wits rather than pure quirk strength.
