That's what Medea Master was planning to do before she killed him. You can summon another Servant as long as you have CS, wich is why killing the Servant AND the Master is the best way to go in a Grail war.

the master has to have some sort of catalyst to summon a new servant which normally isn't easy to acquire
the other option is to find a means to compel an existing servant to re contract with them
