I don't think he's as tecnically skilled as Togashi, but he does have more skill than he lets out most of the time. He's probably the kind of artist who needs to really polish stuff so that it comes out good in terms of correct anatomy, perspective etc so instead he just focuses on making his drawings dynamic, well-composed and atmospheric (the way he uses shading to create atmosphere is really neat for example) and having good paneling.
