HITOTSU NI is the centerpart of R/Leo's keikaku. The original form of HITOTSU NI was very likely an incredibly destructive being, but the original form of the world was likely bound to him. Four priestess gathered with four special bracelets designed to restrain and separate his powers from himself and succeeded in defeating him and separated him into four vessels, which are the Dimension Dragons. The ones who knew this fact likely broke the world into 4 dimensions to keep the pieces of HITOTSU NI separated so that they won't reunite. It's because back in synchro they started out by showing that just putting on a good act doesn't mean people can't both be monsters and like being entame'd but towards the end of that arc the riot just stopped, the city justed being under marshal law, the festering class warfare just stopped and the brass in charge stepped down without a fight all because of a fucking card game.
Then we get to heartland we're immediately shown maniacs who get off on carding babies, people starving desperate and scared, including an avenger whose just lashing out at anything and everything due to having nothing left and we've got 2 professional carders as well as a commander of academia in the mix and they're seasoned carders too. However eveything changes and is resolved in 3 days in story by a random kid showing up and playing a card game with them all. I don't mind the ideal but the arc-v writers just replaced one extreme with another because they can't be arsed to tell it through a more subdued means. Just like how they don't like giving Yuya actual spells so they just have him spam action magic cards. 10 of them were used in this episode alone.
It reminds me of how bleak 5D's world was until a crabman played a card game and suddenly it's a utopia and that emotionally damaged girl who burned down her school is just a giddy love struck teenager now with superpowers

Well, with Synchro arc, the city was purely focused on a might makes right philosophy and additionally the City's loyalty to perceived winners was foreshadowed via the Sergey/Jack duel where they just stopped fighting to watch the king. Additionally, we know nothing of how the City changed after Yuya/Jack II aside the council trying to get out of taking too much heat while Reiji worked on using Roger as a scapegoat. So, it's not exactly poor writing there. It's fully consistent.
With XYZ arc it was rushed to shit. No arguments there.
With this ep, it feels more like the former than the latter. No one's shown to outright give up their jobs and shit because of EGAO here; we merely see people enjoying the show (and what few Academia students there are are also among the lowest ranks of students anyway) and then the ep ends.

Shura the Conqueror Star is a very interesting monster though. Anti-XYZ and has 3600 Atk whenever it battles and is Ulti Falcon/Towers proof due to its base attack of zero.
