In a fantasy setting like this, it would be more economical for there to simply be a bulletin board around town with contact information.
The Guild is merely an escrow service that acts as a third party to determine contract completion between both parties.
So why make the system so complicated? Obviously, because there's more to it than that. Trade unions form a body of manpower that can be acted upon in times of emergencies (strikes, large contracts), and also formalize training and certification (apprenticeship, journeymans, etc.)

That being said, MC gave a bunch of Dark Elves rocket launchers but they had maybe 5 minutes of training with them. So once the dragon showed up they all either panicked, one killed his friend with backblast, and the rest were eaten before dragon loli showed up. MC did manage to get some C4 into Blue's mouth though so they did kill it.

All the guild needs to do is make sure people don't bite off more than they can chew and the rest works itself out.
Look at what GS was able to accomplish by himself and with a lvl 1 priest. Imagine if he was able to apprentice all of them. Fighter would have brought a shorter sword, everyone would have chainmail, and they would have learned how to spot hidden caves and traps.

The manga explained why after-the-fact. Elves in their world don't take lessons of any kind, they have no teachers, you don't even learn from your parents. You just observe and figure shit out yourself through trial and error. This means they completely failed to learn how to use RPGs because that was the first time they were taught anything.

It's obvious in universe that the goblin commission was out of their league according to the common sense of that worl. Then that same paper trail shows the cleric required to keep them alive had signed up for the first time during that same day.
Then it turns out during investigations that there's a (well known to veterans) ambush point easily missed by rookies like porcelain rank adventurers which would make requiring at least one veteran (like the quest lady suggested) reasonable.
The paper trail will actually be more damning to the guild than what we know since it won't include the failures of the fighter in it.
This was not at any point a commission that group should have had to begin with.

Losing out on sources of profit is not an incentive. it's being retarded. The bounty itself won't decrease because it's still a job requiring skills the client doesn't have. The amount of the bounty that the guild can get away with paying the adventurer is what decreases.

The guild has to pay a Veteran to go through a middle tier job holding hands. GS case is an exception. Take for example a Steel dungeon. It is too hard for the Porcelain noobs and they need coach. You actually need a Ruby or higher to coach the noobs. They would lose out because it is less than what they can do. They can't take noobs to dungeon with their own levels because they would have to look after themselves in those dungeons
