They did stop him. Kira was out of tricks, he was exposed, he was caught. The only thing that was left was him being arrested. I personally love the ambulance death. Throughout part 4 Kira hurts everyone, killing people that are important to them and threatening all their lives, and in the finale, everyone gets their pay back in some way. I always saw the ambulance killing Kira as the town itself getting revenge on the killer for all the lives he's taken, and the unseen terror he's sunk Morioh into, so it wasn't the heroes that finished him off, it was the town. And then Reimi gets her revenge by sending Kira off to hell (or wherever) It just wraps the story up so beautifully since all of Kira's victims get their revenge.

Interesting take on it, to be honest. I felt the opposite.
I felt that him dying that way meant that the town still lost. Yes, the killer is dead but he will never speak about his crimes and there are so many woman with no bodies so their families are left wondering what happened to them. There's no way to know if they died, or left, there's no proof.
And I think, in some way, Kira still wins in that sense. He's never found out and his name is never technically run through the mud. Even Shinobo gets a raw deal because now she loves someone, her husband, and she'll never know what happens either.
I find it bittersweet. Yes, all the victims got their revenge on him in a sense but the town still hurts.

Oh it certainly was bittersweet, but there was a bit more sweetness to it. The town lost so many people, but not only was Kira stopped, he was broken and exposed, the things he hates the most in life. Kira suffered absolute despair before he died, and even after he was dead he was pulled off into the abyss with nothing but terror in his heart.
Not to mention, even if he had survived to be arrested, Kira would not have answered to all his crimes. The only evidence they had on him was the one murder filmed by Hayato, and due to the involvement of Stands, theres no way to back up the claims or the video evidence, since all traces of the murder are erased. If the prosecution really did a good job, Kira might have a few years of jailtime, at most, but nothing close to his true punishment

And you see the clear wear and tear on him through every part. He sends Koichi to Italy to find out about DIO's son (just in case) he avoids his family to protect them. He helps Josuke who he owes nothing to but he's doing it for his Grandpa.
The man is in a constant state of just doing too much. And it shows.

Now that I think about it. I don't think Okuyasu accomplishes anything significant other than knocking out Akira and helping out in the fight against Kira after he gets revived. He gets tricked into letting RHCP get away when he had him on the ropes, gets tricked into letting Kira's dad escape, and almost gets killed in the final fight, making the fight much harder on Josuke because he has to lug his body around everywhere. Jotaro had a hard life. He may not have been quirky or as loud as the other Jojos, but to say that he never cared is bullshit. He was a character of a lot of subtle but memorable gestures. He's one of my favorite characters too, Anon.
