Sales isn't a good indicator of fandom reception. StrikerS was less well received by the fanbase, and it didn't touch well with the lolicon fanbase, which made up a large percentage of the fanbase at the time. It's not the same designs as Vivid. Takuya is once again doing the original character designs, but the people who are actually putting them in animation are completely different. The staff is entirely different, except for Tsuzuki of course.
The animation directors this time are Hashimoto, who worked on Nanoha since the very beginning and AD'd StrikerS and the two movies, and Niigaki, who's done work on the Monogatari series in the past. The character designer is Mariko Itou, who designed for the first season of Log Horizon and worked as chief AD on AKB0048, amongst other things.

You know, I think she is the perfect example as to why Nanoha is so garbage now. In Strikers, Lutecia was actually one of the most unique characters in the franchise, simply by the virtue of being stoic and somewhat sad. That sounds pathetic, but for this franchise it's actually commendable.
And what did they do? In vivid, they turned her into a happy-go-lucky friendly professional girl. AKA, EVERY FUCKING "GOOD SIDE" CHARACTER IN THE ENTIRE FRANCHISE. Women in Nanoha don't have personalities. They have "a" personality, as they all share a single one. Once after reading enough of the material it started driving me insane. It's one of the things that made me believe the writer is truely incompetent.

If it's still managed by Aniplex like some are suggesting I doubt Seven Arcs being the studio again makes any level of difference. This company basically just takes established popular shit and uses it to promote their artists and products. There's little incentive to do it right if they figure it can sell on it's own. That said I still find it weird that they never even released a boxset for Nanoha Vivid when the movies did like 50K a pop. Not interested in it honestly. Nanoha hasn't even been passable as a franchise since the mid 2000's and I don't see how that's gonna change all of a sudden the way it's being passed around between studios, producers and teams like a used up whore nobody actually seems to want. Without any sort of dedicated staff to just stick with it over time and develop it in a clear direction there's no way any particular care or insight goes into it.
Man is Fall already looking uninspired and like the industry is just filling it up with random shit on top of an already pretty uninspired year for anime so far. King Records doesn't even publish Nanoha anymore, it's an Aniplex title. Granted there may be some sort of dispute on distribution that caused Vivid never to be released but considering Aniplex released the last two movies before that and a Nanoha product hasn't come out under the King Record label since Strikers I think it's safe to say they've sold it off to Aniplex now and moved on to developing Symphogear instead as an alternative.

One of the biggest problems with the Nanoha franchise was that they went from A's to STRIKERS just like that. Nanoha and Fate were 10 years older, and lost the whole magical girl deal as a result, as they had become women - hot as hell, but still.

Being that it was essentially Pretty Cure x Gundam in the first place, it does make some degree of sense to try and expand to similar stories in the same universe but with different characters.
Beyond just the overwhelming popularity of Nanoha and Fate though, they keep changing up the formula in exchange for other random setups, something Gundam (mostly) avoids. Instead of sticking with the magical girl and mecha crossover elements, StrikerS was generic super-powered girls fighting, Force was some kind of awful cross between overwrought mecha-musume and whatever kind of mistake Thoma was, and ViVid (despite all its cute girls) is some kind of martial arts tournament story for like 40 chapters. None of them have what made Nanoha/A's great.
