The fact that people refer to it as a trainwreck shows it is underrated. People don't realize the insane amount of depth in code geass. They only appreciate the "fun" aspect of it.

All the deep shit is pretty much only noticeable after a second viewing so code geass is in fact underrated because not many people have rewatched it.
