Spending time on it means actually going out and exploring what there is, not only checking out the things that other people recommend constantly.

I think the issue is that they need to be series that have pages that work out of context. Good moments in plot heavy series or action series tend to be very context dependent, without the buildup of the rest of the series it isn't very impressive, thus they aren't suited to the One Page format. Not much other than comedies really have very good one pages, because some really move from a fight or a big plot twist isn't interesting without the buildup.
Ecchi and harem series in particular tend to be gag series. The comedy is based on a series of jokes instead of a situational approach, and thus requires less set up. Thus in these series you're more likely to see a joke that can be adequately communicated in a single page.
When people try to post things that aren't gag series it's usually something meaningless to anyone who hasn't read it, or just a really pretty, but frankly meaningless spread.

I'm not necessarily saying that most of the pages posted in these threads are actually good, or that there aren't good pages from non gag manga, but it's more of a numbers game. If it's easier to find a page that works in these threads from one of those series, then they're going to get posted more often, leading to the perception that they're the only things getting posted.
As for the examples you used of potential interesting pages, a page of someone getting killed means nothing if you don't know who the people are, so that generally still doesn't work out of context. Pages with good art do get posted, but they're usually posted over and over, ad nauseam, and when you just post them as a stand alone it loses a lot of the impact that a beautiful spread or background has when you're reading. It's also generally difficult to judge find a single page that sets the tone of the series, and that is interesting as a stand alone, so many of the attempts to post something like that are going to seem uneventful and get overlooked in the thread.
Again on the point of pages with nice art, another issue is that knowing a series has good looking art isn't really that reassuring when you don't know much else about it. These two posts in this thread: >>143808634

Personally, I pick up series from these threads that show interesting character/monster design. I ignore the "I sure wish I had context for this wacky scenario!" pages, and the SHOCKING GORE ones, too.
With just one single page, you're not gonna get a handle on the plot or writing or anything, so it's basically selling on the art alone.

The importance of the art depends on the series. For a comedy that depends mostly on speech art is a bit less important so you can get away with it being a bit worse. For an action series that relies on fights you generally need a better art style so that it's easier to follow the action, bad art can really muddy up a fight scene.
It's also important to note different parts of a series art. For example in some comedies the line work can be sub-par and the paneling can be bland, but facial expressions could be incredibly important to delivering jokes. This is a big part of ONE's works, where he can barely draw a straight line, but he can communicate quite a bit through his characters faces. You could also have a series with technically skilled, incredibly detailed art that is none the less hard to follow. Conveying motion is an important skill in a fighting or racing series, more important than looking like a renaissance painting.
All in all I think it's more important to have a good style than to look as technically skilled as possible. Those two things are, of course, not mutually exclusive and a lot of series have very detailed art that also helps the mood, but there's a reason why artists will often purposefully use a less detailed style in a work.
You pic is actually a good example, if that was draw with Berserk levels of detail it would end up looking really of. The style wouldn't fit the goofy atmosphere presented, and would just look really out of place.
