That's the problem with most characters in this anime. They rely to much on their powers and don't learn other means of defending themselves like fighting or using equipment or having a battle strategy depending on who they're going to fight. Think about what happened when Mikoto wasn't able to use her ability against Frenda or Accel with Touma. To work off of your example, what you are currently doing is watching the first movie and refusing to accept any characterization from the later books because they weren't adapted. Plus, adaptations will always cut out smaller details for the sake of pacing more appropriate for a visual format rather than written. A lot of anime adaptations of LNs are particularly bad about this, like how the Shana anime cut out most of the foreshadowing of Snake of the Festival, as well as many of them cutting out large snippets of internal dialogue. An adaptation can give a more solid visual and audio baseline view of a character, but the visual aspect does not apply to LNs and manga due to illustrations. Almost all anime will be less detailed in the art for the sake of efficiency.

It really doesn't take much to beat out Mikoto, especially if we're talking about late OT characters. Accelerator and Hamazura are already givens, getting more development and more complex situations than Mikoto has in nearly 40 volumes. Just look at Itsuwa and the Amakusas rallying against Acqua, Carissa's last stand, etc. Even characters like Awaki and Etzali are significantly more interesting than Mikoto, which is pretty sad considering how they haven't been relevant past volume 19.
I'm not a Mikoto hater but she's really, really overrated. I guess you can blame Kamachi but at least he's doing damage control right now in giving her a change of pace in NT15.

There's 37 volumes so far. Depends on where you start. Volumes 1-22 are the first series, most people start where the anime ended which is volume 14. Volumes 14-22 which ends with WW3 is considered to be the best part of the series.

Series with little plot in the first place are a good place for fanworks to thrive, but even then one must note that none of the fanwork is canon (except for the rare occurrences where it is made canon by the original author(s)) For the sake of discussing a work where the adaptation has not covered the entire series, the original work always takes precedence unless the adaptation has branched off into it's own continuity like the 2003 FMA anime. If that happens, it's a bit fuzzier, but rarely is the branch-off of comparable quality. To make a comparison without using Index, compared the 2003 FMA and the manga compared to say, Yumekui Merry or Pandora Hearts and their godawful anime-only endings.

However, I don't think it's that easy. Imagine the following cases:
Anon A watches the original Gundam series.
Anon B reads the Gundam novels about the original series.
The Gundam series came first, and the Gundam series and Gundam novels about the original series are contradicting each other in their content, despite being from the same author.
Which is canon? Can Anon A claim that he has superior knowledge about the truth in the fictional universe, because he read the original work?
Add to that an Anon C that read an official remake of the original series, approved by the original author Tomino,
and an Anon D that read an inofficial remake that greatly surpassed the original and became the de-facto starting point for all future Gundam works.
All works contradict each other. Which is canon?

I think that guy meant that since the novels were the original works, those are what anybody who wishes to discuss a series should catch up on to properly participate in discussion. Series where the novels came second are less of a concern, since the novels are not the original works, at least to me that's how I see it. I wouldn't expect someone to read the Star Wars expanded universe when talking about the series since the movies were first (even if the prequel trilogy and episode 7 were rather not good.) Though on that note, Star Wars is a series where the derivative works are actually more interesting to the more well-versed fans. I guess to me, the important part is as you said, gaining more knowledge on the matter. For a series like Index, the adaptations are far behind the source material, so the source material holds far more importance in discussion, especially since it is widely agreed upon by those who have read the novels that the best parts have not been covered yet.

The creative works after then that contradict this established canon so you would have to reach for outside information regarding how to interpret these later entries. Are the works just wrong? Did they retcon anything? And etc.
Usually in terms of information that you find on this type of stuff, things are hard to really say. But for me and most people, I think whatever makes the most sense and follow's the author's intent most about the original work usually clears up most misconceptions about what the canon is and the minute details which aren't of much importance usually gets left up in the air and are topics of contentious discussions.
But no one usually would do such a convoluted thing. Usually, a work establishes a canon and later works refine it unless it is standalone. Adaptations also try not to contradict and to just try and repackage the original work in a different medium or rework itself.
The only thing that comes this close in my mind is with the video game series Ys from Falcom with its 4th game and the situation that happened. The parent company, Falcom, wrote a script basically for their series, and then sold it to two different companies who based on this script made two games that were similar but had quite a number of differences. One of the games was clearly better than the other but contradicted a ton of established canon from the series much more so than the second one. The situation for years was to treat both games as two different takes on a basic plot story. This situation only was resolved when the parent company Falcom decided to remake the game after ~20 years doing it themselves to clear up everything.

Pump your brakes, it's Index and Railgun are rather different. Index is more of a harem/action mix, but it's got things to separate it from the usual haremshit. The two seasons are alright, you'll probably enjoy it more if you liked Accelerator. The real meat of the series lies in the LN though, as well as the Railgun manga. You should probably get started on that manga if you haven't already.

Anime wise Index is pretty standard action/harem and Railgun is more of a "power of friendship" and cute girls thing (except for the first half of the second season of Railgun). The Index anime is probably a bout a 7/10 but they nailed a few particular scenes extremely well, Railgun is about the same, but the first 13 episodes of season 2 are far above the rest, dragged down by the second half.
The same author also wrote Heavy Object, which is about two bros in the military blowing up massive death bots, that one got a fairly decent adaptation that got significantly better in the second half both due to better source material as it made it's way through the novels and the animators getting their shit together. That series is also intentionally episodic, so if you read the novels, you can pick up any of them after volume 1 and mostly understand what is going on. If you enjoyed those then you can make your way to the other works by Kamachi, he writes a lot, Zashiki Warashi is probably his best.

One then has to ask whose releases qualify, because by sheer release power and instances of being the last to releases an entry in the franchise, fan works almost always have an overpowering presence.

The author's intent is up to interpretation, even if he openly announces his will, and (good) fan entries are more likely to make sense because they can always give ad-hoc explanations for why something they introduce is true.

In literature it is less common than in other fields. However, in music there is a long tradition of symphonies of earlier authors being finished by later authors simpl because the earlier ones die, and those additions from later authors are very often considered to be canon.
Still, it happens even in literature - mostly in the long run. Nowadays, after countless new retellings of Percival's story, it would be hard to tell which one is "canon", and in cases like Plutarch's retelling of Horus' dismemberment, we know that it isn't the original work, but we simply don't know what the original work said and consider Plutarch's version to be the "canon" one.

If an adaptive work is not synonymous in its content with the original work (in which case it would simply be the original work), then it already contradicts the original work.

In all honestly it isn't anything special, like many LN adaptations it never reached the best parts. Railgun is even worse since half of it is literal fanfiction and the rest changes a good bit of characterization compared to the manga which is the original work of the spin-off. The reason the first 13 episodes of Railgun season 2 are good is because the second season of Railgun had a lot of budget and for those episodes they were forced to stay with the canon since that covers an arc from the main series that is an extremely important part of the spin-off's main character's character. Then the anime-only second half took said characterization and threw it out the window while dumbing down the characters.
That said, the Index anime isn't bad, and the parts where they really nailed the scene make the lesser parts sort of worth it. If a season 3 ever got made it would be an absolute blast.Gotta sleep now, I've already been up far later than I should have when I have work tomorrow.

The railgun girls aside from the main character of the spin-off barely make any appearance at all, though one of them is sort of the main character of a novel. There are Railgun-only adherents who are more interested in the girls, but I'd imagine at least 95% of them have never touched the novels.
