Looking at all of Baba's friendships, yes, I would say he's more hands-on with Fish than normal. He and Aladdin were very physically affectionate in early chapters, but that's hardly been the case since Magnostadt, almost like Aladdin grew out of it. I mainly assumed that anon was implying that Alibaba was hitting on Kougyoku because they made the snuggling comment in reply to me saying that Alibaba has no initiative with girls.
Maybe I should have clarified by saying that Alibaba has up until now never actively searched for a girlfriend himself. He was always very reactive.

But he actively chose to befriend Kougyoku, and now he's been busting his ass for her for months on end --which is more than he's done for just about anyone. - Magnostadt: meet on the battlefield, Kougyoku immediately approaches him, touches his shoulder and introduces him as her friend.
- Balbadd: meet accidentally, Kougyoku is super happy, takes his hands, says he can tell her anything and that she would do anything for him etc.etc.
So before the time skip, I'd say that Kougyoku was the one pursing this relationship strongly, with Alibaba mainly responding to her affection rather than being very active himself. Not saying he doesn't like her, just that in the past, she did more to push their friendship forward.
However, I agree that currently, their relationship is more about Alibaba actively pushing it forward (encouraging her, staying to help, etc.).
He did say that he expected that by helping Kou, Aladdin would notice him and come out by himself, but it's true that Alibaba is still making a big effort for Kougyoku's sake, bigger than what he did in the past, where she was more active while he was often busy with his own issues and couldn't do as much for her.

It would have been also more interesting if Alibaba was hostile towards Judar in Balbadd. Al-Thamen caused Cassim's death and Judar was directly involved in the fight in Balbadd, it would have made sense for Baba to hate him.

While admittedly it wasn't an incredible effort, he did visibly pursue his friendship with Kougyoku more than we've seen him do for any other girls. His relationship with her was pretty chilly when they met in Sindria, and Baba easily could've waved off stepping on a few clover blossoms with a simple "sorry about that." But he went out of his way to make her a flower crown even when she was being bitchy to him, and he stuck around to teach her how to make one herself. He was the one to reach out to her initially, which was why she came back later to show him her progress.
And don't forget that when Kougyoku fainted, Baba waited by her bedside for HOURS. Compare that to when Morgiana was unconscious in an earlier chapter, and he left her to have a great time at a party. And as for Fish infodumping her backstory, etc., there were multiple perspective jumps to Ja'far during that scene, implying Baba and Fish really were having a back-and-forth conversation. There was no reason for Ohtaka to rehash everything the readers knew about him, so most of it was skipped over. And he was shown acting pretty buddy-buddy with her when she left, too, and not like he was just tolerating being dragged into a friendship.
Lastly, Baba was under huge amounts of stress in Magnostadt and Balbadd, while Kougyoku wasn't, so it's understandable she was the only one being super friendly. And while she may have put forth more of an effort than he did before this last arc, it's still the hardest we've ever seen him pursue a relationship with a girl overall.

Of course Ohtaka's culture will color her writing at times, but her comments and the world of Magi shows that she does go out of her way to depict characters with very different cultures and values and that does extend to relationships.

It could be a misunderstanding, but again, it's all we've got to go on. And this is different from the Toto/Garda thing and even the initial Morgiana thing in that it's way more slow and subtle. It's a tiny hint that was dropped for the readers well in advance of the actual reveal, not something for Alibaba to react to and melt down over like before. Nothing has come of it so far, and it certainly wasn't cleared up within a chapter or two. It could still be trolling, of course, but it just doesn't fit the previous pattern.
