While there is no direct equivalent to moe shows, scenes in that a character acts in a "cute" way are often found in comedy, romance or soap operas to make the character relatable or sometimes as set-up for a gag. I'd argue that for example Penny in The Big Bang Theory is supposed to be one such character who isn't funny on her own and mainly exists for cutesy.
