I haven't done a chart, but I did the numbers at one point for a few years, and it's held pretty constant. Anime hasn't changed all that much, except that it's gotten bigger.

The 90s were mostly a transition period from stories focusing mostly on action, sci-fi and mostly plot oriented stories, to a focus on characters internal worlds, their daily lives, thoughts and motivations.

The 90s also marked the shift from regular prime time on TV, to otaku prime time, and thus more focus into what otaku wants to see in stories.

The 80s were the beginning of the OVA era, which expanded anime to a broader array of themes. The late 90s were when late-night anime started to become big.

I'd say the golden age was from the mid-80s until when Neon Genesis Evangelion aired.
