Presumably because that genre is the easiest to scout out such scenes. How does one know if a given series will have character acting sakuga especially without watching it first. Cheap rate action shit has the higher possibility especially if you check which studio made it. Certain studios/animators tend to have good animation regardless of the quality of the shows themselves
