They literally only target bakatsuki, which they themselves agree to take everything down. Translators can still go full Index and release shit elsewhere, but they are all moralfags that feel like having the series licenced was a job well done

Isn't Index the only series that gets to come out once every three months? Everything else is once every four months.

Which, given that they maintain this pace across something like twenty series, means that every month should have at least four series coming out.

July will have four releases, August will have eight releases, September will have five releases, October will have four, and November will have five.

So really, they're actually releasing at an average pace of more than one volume per week. Which is much faster than, say, Nanodesu.
