I've been reading Alektor's entry in the WT wiki and it says it can't block the Lead Bullets, only turn the weights into cubes though. But yeah, I guess the match is still skewed towards Hairein's favor since using the Lead option prevents Chika from generating shields to block Alektor's bullets. A few bullets would turn Chika into a cube before she could bury Hairein in a mountain of lead (who could probably dig himself out by cubing the weights).
Why can't Osamu be an operator instead? He's not as effective in combat as Chika and Yuuma but the dude has keikakus beyond keikakus.

Aside from not having the talent itself, they made a good point with Nasu. Being the Ace as well as the Leader is a terrible burden and can prevent you from acting in either capacity to your fullest extent. The A-Ranks (former and current) can manage this because the entire squads are basically Ace level fighters, leaving the leader with a lot more leeway for themselves. Even with Katori Squad, Katori tends to leave strategy and decision making in the hands of Somei and Wakamura while she does her own thing.
