the ending did make it seem like the latter is true, but some of the major plots points like the flask plan(s) seem to indicate that they were real. A lot of powers did seem like fanfic tier pretend powers, and there were about 3-4 people with the power to have all the powers, which is absolutely stupid.

the way they presented it made it seem like they all just grew out of their chunniy phase, and at least in the beginning a lot of the powers were realistic exaggerations of a regular highschooler's abilities.
