Ironically, had Trunks just decided to stay and train with everyone for the 3 years then A) they probably would have been strong enough to handle the androids because Trunks would have gotten a lot closer to the power level he had coming out of the RoSaT and B) Trunks wouldn't have needed to go back in time to tell he defeated the androids, because he would have been involved in beating them with Goku and C) Trunks wouldn't have been weak enough to lose against Cell.

In addition to making him look out of shape, you also should consider how Toriyama generally slimmed down everyone in his own designs. Gohan also is taller than Goku so if both have the same bulk, Gohan will appear lankier.
There's also how his build in the Buu Saga and Battle of Gods was rather inconsistent.
He was fairly slim when wearing the school uniform in the Buu Saga, or when wearing his suit in Battle of Gods, but as soon as he wore a gi or the Saiyaman outfit he got buff. Revival F's design really isn't very different from those, he just never gets out of his casual clothes.
