Because it's not canon, and whenever people who are not the original author of some work write these types of stories they love wanking their favourite characters.

It's because they both share the same stand.
Dio has all the stand powers of the Joestar family because he was the one that gave them those powers.
When he was hit with the arrow, he became a stand user, and since he was fused with Jonathon his descendants also became stand users. But because he is also a fused being (Dio's head) he gained their stands as well.
This is why Dio has both Hermit Purple and Star Platinum/The World.
He most likely would have had Josuke's powers as well, but it seems that Josuke was still too weak/young since he became deathly ill, and only healed after Dio was defeated.
Another answer to this would be that this is not canon at all and this kind of question belongs on /v/...

the whole "Same type of stand" deal but that's only half of it. It just allowed Jotaro to not instantly get destroyed by OHDio.
It was when they saw what happened when two of the same things from a different universe come together. Jotaro had arm rings from another Dio, tossed them at OH Dio, and his arms got wrecked as a result.
