There's a difference between quality and art direction.
Despite me hating naruto, that screenshot above is no example for bad visual direction, since it's meant to be looked at animated and then it looks dynamic and fluid as opposed to the stiff rest.
Garbage animation happens when you use underpaid korean workers who hate their job and extreme time and budget constraints.
